Racing WA stewards have concluded their inquiry into the circumstances surrounding the euthanasia of It’s Frank on 28 November 2024.
At the inquiry, evidence was heard from, T1 Trainer Mr S Beard, owner Mr N Crawford, Racing WA Regulatory Veterinarian Dr C McMullen and Racing WA Steward Mr K Howes.
After considering all the evidence provided at the inquiry, Mr Beard pleaded guilty to the following charge under Rule 21(1)(d).
21 Proper care for and welfare of greyhounds
(1) A person must ensure that any greyhound in the person's care or custody, is at all times provided with:
(d) veterinary attention when necessary.
The specifics of the charge being that prior to Thursday, 28 November 2024, Mr Beard, being a licenced person, failed to provide veterinary attention to It’s Frank’s injured leg, when necessary and while under his care, contrary to rule 21(1)(d)
Stewards have now completed their deliberations and have determined to impose a disqualification of nine months, commencing 10 January 2025.
In consideration of penalty, stewards were mindful of the following factors:
- Mr Beards guilty plea, personal circumstances and remorse over the incident.
- Mr Beard’s cooperation during the investigation and inquiry.
- Mr Beard’s record in the greyhound industry over 47 years.
- That Mr Beard had applied some treatment, however such treatment was insufficient in the circumstances where veterinary treatment should have been engaged.
- The expectation that licensed persons apply the highest of standards with respect to all matters associated with animal welfare.
