Thoroughbred Stewards’ inquiry – Track Rider Emily Quartermaine

Racing WA stewards have concluded an inquiry involving Ms Emily Quartermaine, a licensed track-rider and owner. 

On 15 May 2025, Ms Quartermaine was found guilty of breaching the following Rule of Racing - 

AR 232(b) which states: 

A person must not:  

(b) fail or refuse to comply with an order, direction or requirement of the Stewards or an official. 

Particulars 

The particulars of the charge relate to Ms Quartermaine failing to comply with a direction order from Denis Borovica, Chief Racing Integrity Officer, to allow entry to her premises for the purposes of investigation in relation to horses located at the premises. 

After adjourning to consider submissions made on penalty, Stewards have now determined to impose a disqualification of six (6) months for this offence.  

Stewards directed that the term of disqualification takes effect at the conclusion of the period of disqualification previously imposed on her as of 11 April 2025 in relation to a separate inquiry, and is therefore to be served cumulatively, commencing 11 October 2025 and expiring 11 April 2026. 

An application for a stay of proceedings in relation to the disqualification imposed on her as of 11 April 2025 was refused by the Racing Penalties Appeal Tribunal with that matter pending appeal. Accordingly, Ms Quartermaine was already subject to the restrictions that apply to a disqualified person. 

In determining penalty, Stewards considered the following factors, including, but not limited to: 

  • Ms Quartermaine’s level and length of involvement in racing, including her disciplinary record. 
  • The need for the penalty to promote compliance and serve as suitable deterrence. 
  • The seriousness of the matter relating to animal welfare
